Automatic dependent surveillance-broadcast out (ADS-B Out) - operational behaviour – FAA SAIB AIR-21-15

The Federal Aviation Administration (FAA) released Special Airworthiness Information Bulletin (SAIB) AIR-21-15 on the potential for inadvertent operational behavior of the Radio Management Units (RM-855) disabling the ADS-B Out function. The SAIB also references Honeywell Service Bulletin (SB) 7013270-34-0024 and Service information Letter (SIL) D2015070061 for recommended actions.
Bombardier contacted FAA for a SAIB effectivity revision because the Global 7500 (BD-700-2A12) aircraft is not affected since not equipped with Honeywell RM-855. In addition, because the Challenger 600 models CL-600-1A11 (600), CL-600-2A12 (601), and CL-600-2B16 (601-3A and 601-3R variants) would have been upgraded via non-Bombardier Supplemental Type Certificate (STC), our recommendation is to contact the STC owner for more information.
The ADS-B Out (DO-260B) solution introducing RM-855 Part Number (PN) 7013270-977 is available for the Global Express/5000/XRS models thru optional Bombardier SB 700-34-062/700-1A11-34-036 since July 2013. It is to be noted that with an implementation rate of 96% on our fleet, Bombardier did not receive any similar report as described in the Honeywell SIL D201507000061.
In addition, at time of the SIL original release, testing was completed by Honeywell, where the Global Express/Global 5000/Global XRS aircraft configuration would prevent the scenario in which the flight crew would be unaware of the ADS-B Out been disable as stated in the SIL. More specifically, if power was applied to the avionics suite while transponder breaker was open, but then closed after the RMU completes its POST (Power On Self Test), a cyan ADS-B OFF CAS message would be posted because no ADS-B transponder(s) would have been detected by the associated RMU during POST
The SIL offers solutions; the Honeywell SB 7013270-34-0024 (Mod AC) or to consider the option of configuring ADS-B Out installations through a strap setting to provide indication of the ON/OFF control of ADS-B Out to the crew. As a reminder this configuration, “ADS-B ON/OFF Control Enable” with strap W62 was not certified by Bombardier.
Bombardier is currently reviewing the different options with Honeywell for the availability of units post Mod AC and on clarification of the SIL because of the specific Global Express/Global 5000/Global XRS aircraft configuration associated CAS message. Moreover, we are exploring the ability to support approval of the second “ADS-B ON/OFF Control Enable” strap W62 option.
Bombardier will communicate future updates via dedicated Advisory Wire (AW) and will advise the crew of this condition via an update to Flight Operation Notification (FON) Manual.
